The Tokyo metropolitan government has formulated a grand design for urban development.  According to the plan, the city plans to redevelop and redevelop the city in over 300 areas by 2040.

【 Tokyo Metro extension plan 】

The following is from the Koto Ward website which announced in February 2022.

The extension of Tokyo Route 8 north of Toyosu was first proposed in Report No. 15 (1972) of the Urban Transport Council of Japan. Since then, Koto-ku and other municipalities along the rail line have taken the lead in studying the feasibility of the project.

Koto Ward has been conducting its own study on the Toyosu-Sumiyoshi line since 2007 and it has been accelerating its efforts for early development in recent years by holding study meetings with the Tokyo Metropolitan Government and Tokyo Metro, and other related organizations since 2010 as well as accumulating funds for construction.

Tokyo Route 8 (between Toyosu and Sumiyoshi) is expected to be highly effective not only in improving the convenience of north-south transportation within the ward but also in improving accessibility from the eastern part of Tokyo, southern Saitama Prefecture and northwestern Chiba Prefecture to the Tokyo waterfront area which is positioned as a base for strengthening international competitiveness and in easing congestion on the Tokyo Metro Tozai Line. We will continue to study the early development of Tokyo Route 8 (between Toyosu and Sumiyoshi) in cooperation with related organizations.

This plan will further enhance the convenience of Toyosu. In addition to this Tokyo Metro extension, there are other such plans for Toyosu.

ー (Tentative name) Toyosu 4-2 area development plan ー

IHI (formerly Ishikawajima-Harima heavy industries) and “Mitsubishi estate” have jointly developed the Toyosu Front and Toyosu Forecia properties. The new office-based mixed properties development project will be located in the Toyosu 4-2 district.


“Toyosu 4-2 area” is located on the site of the former IHI plant. This will be the last piece of the 2,3-chome redevelopment project. Currently in provisional use as a wedding hall and sports facility but demolition of the existing buildings will be carried out within 2021 and construction. And new construction plan building is scheduled to begin in the spring of 2022 with completion scheduled for the spring of 2025.

In addition, Marunouchi, Toranomon, and Akasaka areas are also being progressively redeveloped, with Tokyo TORCH scheduled for completion in 2027.
